Cityworks
www.cityworks.com
Established in 1986, Cityworks has over 650 customers, with a major focus on municipalities. It is GIS-Centric, and has a lot of functionality. But that alone doesn't make it easy to use. Ease of use has been a bit of a work in progress. In fact, Cityworks is very difficult and complex to administer. It seems every single web page drills in the GIS-Centric feature, which is very nice, but it is not unique to Cityworks. The design of the application is nice in many ways, but security seems to be hard to understand and administer.
Printouts in Cityworks are done using Crystal Reports or Microsoft Word templates.
The application is not fully web-based.
You have to run a Client-Server application called "Designer" to set up the system, including security and user configuration.
