Accela is primarily a CDMS (Community Development Management System, or Permit system).  A search for CMMS on their website as of this writing gave no results.

Accela scripting uses JavaScript.

If you are looking for a solution for Licensing, Code Enforcement, Permits, and Service Requests, Accela has offerings.  However, for CMMS, this author couldn't find anything.  Let me know if there is an offering, and it will get reviewed here.
